The portrait is that of a Woman from the 1920s wearing a Scarf or Headband Tied with a Bow.

Léa Stein (born 1931) is a French artist and accessories maker, known for her compressed plastic buttons, brooches and bracelets. She is often hailed as "the most remarkable and innovative plastic jewelry designer of the 20th century"
Very good condition but a small chip on the edge below which is not visible when the brooch is worn.
